Salary: $27.42 - $33.17 hourly
$2,193.28 - $2,654.00 biweekly

*Effective Wage includes: Base Wage, the County-paid portion of the Public Employees Retirement System (PERS) required employee contribution, as well as any applicable negotiated amount(s).
JOB DESCRIPTION: Under direction, to perform difficult and complex work in the contract administration and technical inspection of the construction and contracted maintenance work on roads, parks, airports, bridges, major buildings, related major public works, transit construction and land development projects; and may provide lead supervision to a number of Construction Inspectors and Aide subordinates.
Typical Tasks:
* Directs and trains subordinates;
* Makes daily personnel assignments of subordinate inspectors;
* Reviews and interprets plans, specifications and sites for construction projects;
* Assures contractors' conformance to plans, specifications and applicable safety regulations;
* Assumes responsibility for the quality control of concrete, soil, mechanical and electrical equipment or other materials used on County construction projects;
* Arranges and conducts preconstruction meetings, and makes suggestions or criticisms that serve to establish the procedural guidelines for the project;
* Coordinates the various project functions with the owner, the general contractor, the architects, engineers, and other project consultants or agencies;
* Estimates quantities of work completed and prepares the progress payment forms;
* Supervises or performs the preparation of records, reports, as-built plans and other field office engineering work;
* Checks quality of materials and construction methods by personal inspection or by the use of supporting staff;
* Coordinates materials testing, construction surveying and electrical inspections;
* Maintains a complete set of project records, reports and correspondence for each assigned project;
* Reviews permit applications, determines proper conditioning, issues permits and collects fees;
* Determines Improvement Security (bond) amounts and types, and releases project bond;
* Attempts to resolve disputes which develop between the County, contractor, outside agencies or the public;
* Schedules final inspections and recommends acceptance of projects;
* Inspects to assure adherence by contractors to safety rules;
* Performs related duties as required.
Employment Standards:
Sufficient education, training and experience to demonstrate possession of the following knowledge and abilities:
Experience Note: The knowledge, skills and abilities required to perform this function are normally acquired through training and experience equivalent to completion of high school and six years of increasingly responsible technical engineering/construction inspection work, including two years at the level of Construction Inspector in Santa Clara County, or the equivalent.
Substitution: College level training in engineering or related subjects pertinent to the work performed may be substituted on a year-to-year basis for no more than two years of the required experience, provided that no substitution is permitted for the required two years of experience at the level of Construction Inspector.
Possession of a valid California Driver's License.
Knowledge of:
* Construction and inspection practices, procedures and techniques;
* Principles, practices, techniques and terminology of engineering;
* Engineering mathematics and its application to construction inspection work;
* Construction methods, materials and equipment;
* Principles of supervision and training;
* Safety practices in the construction industry.
Ability to:
* Inspect construction on large and complex projects and enforce compliance with plans, specifications and codes;
* Meet and consult with engineers, contractors and their representatives on difficult construction matters;
* Effectively resolve and coordinate problems with construction and engineering personnel;
* Read and interpret engineering and architectural plans, specifications, laws, ordinance and appropriate codes;
* Plan, organize and supervise the work of others;
* Review and evaluate unusual field conditions not specified in plans and specifications;
* Make field engineering estimates and calculations;
* Collect and analyze data and prepare accurate and detailed reports, records and letters;
* Measure and calculate quantities accurately for preparation of progress payments.
